Based on the highest directive and advice of Samdach Akak Moha Sena Bat Dey Dek Cho Hun Xen, prime minister of the kingdom of Cambodia, given during a past meeting with the group of advisors and officials in his office, the office of the prime minister has the honor of informing you that the prime minister is pleased to accept you to serve the royal government as Samdach’s personal advisor, with a rank equivalent to minister, and as a member of the Anti-Corruption Unit which will be set up by the government.

I would like to thank the email sent to me by Khmerization Online asking for my clarification regarding the letter as described in the subject line above.
I, Sourn Serey Ratha, CACJE president and leader of the Khmer People Power movement, would like to confirm that:
1- Personally, I and my colleagues never received this letter. [I saw it] after receiving the email from Khmerization Online asking for clarification and I saw it published by KI Online News.
2- After reviewing the font used in the letter, I and my technical colleagues consider this as a fake letter [issued] by a group of people or by an individual with bad intention who want to destroy the Khmer People Power movement which was formed by me and which is starting to become active in the country, and it is only a trick by the Yuon puppet and the communists.
I have no further comment on this fake letter, but, I, Sourn Serey Ratha, will leave my actions to the Cambodian people to evaluate my nationalist position and my nationalist conscience toward the nation, the homeland and the people.

CCHR to Monitor Trial of Wife of Prominent Businessman
On Wednesday 5 January 2011, Trial Monitors from the Cambodian Center for Human Rights (CCHR) will attend and monitor the trial of Seng Chenda, wife of prominent businessman Khaou Chuly, and four accomplices; Chan Sokha, Neang Sinath, Khorn Lak and Yin Sophearith, at the Phnom Penh Municipal Court. The defendants have been charged with the attempted murder of Seng Chenda’s step-daughter, Suv Chantha, wife of Sun Chanthol, vice chairman of the Council for the Development of Cambodia and former minister of public works and transport. If found guilty, they could face a maximum sentence of life in prison.
The CCHR will monitor the trial to assess its fairness against international and Cambodian fair trial standards. For example, allegations by one of the accused during a hearing on 28 December 2010 that statements and testimonies she had made to police officers had been made under duress are particularly concerning when held up against international and Cambodian fair trial standards.

Mr. Rong Chhun, head of Cambodian Watchdog Council, has told RFA on Sunday that he will lead a delegation to visit border post Nos. 130 and 131 in Kamchay Mear district in Prey Veng province in the first week of January 2011 after he received complaints from local villagers that the border posts had been planted hundreds of metres deep inside Cambodian territory.
He said if his delegation found that those border posts were planted inside Cambodian territory as alleged by villagers, he will compile a report and submit it to the government, the parliament and the king for a moratorium of demarcations in the area, waiting for the dispute to be resolved first. "We have seen there are irregularities in most of the border posts between Cambodia and Vietnam. In the 200 border posts that have been planted already, most of them had encroached on Cambodian territory. This is what we have to resolve face to face", he said.
Mr. Rong Chhun was jailed for 96 days in 2005 for criticising and opposing the ratification of the 1985 Suplemental Treaty with Vietnam. He had visited many border posts, including post Nos. 108 and 109 in Kampong Cham and also post No. 207 in Takeo where he found them to be planted at least 200 metres deep inside Cambodian territory.
Mr. Var Kimhong, chairman of Cambodian Border Commission, said the border demarcation works will keep going regardless of the claims by border critics and local villagers. He said the demarcations affected both Cambodian and Vietnamese territory. "We are going to stop border demarcations because we are afraid that they are going to encroach on other people's lands? Let me ask: to demarcate the borders, if it does not encroach on our lands, it will unavoidably encroach on their (Vietnamese) lands. Their lands have been affected as well and why they allowed it? But why can't we allow it. Let me ask: Are those lands the exclusive ownerships (of the villagers)? The lands along the borders are not allowed to be owned by anyone and when we plant the border posts it will inevitably affect on everyone's land. Mr. Rong Chhun's actions and the actions of other groups in their oppositions to the border demarcations, which will be completed by 2012, will not be successful, it is unacceptable to us", he said.
Opposition parties, border critics and the civil society as well as local villagers claimed that many border posts in many provinces such as in Kampong Cham, Takeo, Prey Veng, Svay Rieng etc. were often panted inside Cambodian territory.

Phnom Penh – All SRP MPs who are currently present in Cambodia will visit the border posts located in Memot district, Kampong Cham province, on 14 Dec. 2010, i.e. today.
The border posts that will be visited are numbered 109, 108, 106 and 105. They are all located in Memot district, Kampong Cham province. SRP MP Mao Monivann made this announcement and he indicated that border post 109 is the most important one. This border post is located in Da commune, Memot district.
The SRP claimed that the visit is made after local villagers complained that they lost their rice fields and farmlands due to the planting of border post 109. Therefore, the SRP MPs must visit this border post on the spot.
Last week, the Cambodian Watchdog Council led by Mr. Rong Chhun visited that border post also. Rong Chhun claimed that encroachment by Vietnam indeed takes place at border post 109.
However, Rong Chhun’s claim was rejected by sVar Kim Hong, the chairman of the government border commission. sVar Kim Hong claimed that the visit made by Rong Chhun did not include any border expertise whatsoever. Therefore, sVar Kim Hong said: “I don’t know how what they base on to claim the land encroachment.”
